Who Runs the Internet?

No single entity controls the internet, but a network of organizations governs its critical functions. The Internet Corporation for Assigned Names and Numbers (ICANN) manages the domain name system (DNS) — the internet's address book. The Internet Engineering Task Force (IETF) develops the technical standards and protocols. Regional Internet Registries allocate IP addresses.

This 'multistakeholder' model — involving governments, the private sector, civil society, and technical experts — evolved organically from the internet's academic origins. The US government had an outsized role for decades: ICANN was created under a contract with the US Department of Commerce, and the transition to international oversight only completed in 2016 when the US transferred stewardship of the DNS root zone.
