How international observers monitor elections, what they look for, and whether their presence actually improves democratic quality.

Eyes on the Election

International election observation involves deploying teams of monitors to assess whether an election meets democratic standards. The OSCE's Office for Democratic Institutions and Human Rights (ODIHR) is the most established observer in Europe and Central Asia. The Carter Center, EU Election Observation Missions, and regional organizations like the African Union deploy missions across the globe.

Observers monitor the entire electoral process, not just Election Day: voter registration, campaign conditions, media access, the legal framework, vote counting, and dispute resolution. A full observation mission can involve hundreds of monitors deployed across a country for weeks. Their mandate is to assess whether the election was free and fair, issue a preliminary statement, and publish a comprehensive report with recommendations.
