Internal Displacement

The legal gap surrounding internally displaced persons — far more numerous than refugees but with weaker international protections.

The Scale of Internal Displacement

There are far more internally displaced persons (IDPs) than refugees. As of 2024, roughly 75 million people are internally displaced by conflict and violence, with tens of millions more displaced by natural disasters annually. Sudan, Syria, Colombia, the Democratic Republic of Congo, and Ukraine have the largest IDP populations.

Because IDPs remain within their own country's borders, they do not meet the Refugee Convention's requirement of being 'outside the country of nationality.' They fall under the sovereignty and responsibility of their own government — which is often the very entity that caused or failed to prevent their displacement.
