The Pandemic Treaty Negotiations

In response to COVID-19's governance failures, WHO member states launched negotiations in 2021 for a new international instrument on pandemic preparedness and response — commonly called the 'pandemic treaty.' Key areas of negotiation include pathogen sharing and access to benefits (the 'PABS' system), manufacturing and technology transfer, financing mechanisms, and accountability.

Negotiations have been contentious. Developing countries insist on guaranteed access to vaccines and treatments in exchange for sharing pathogen data and samples. Wealthy nations are reluctant to accept binding obligations that might constrain their ability to secure supplies for their own populations first. As of 2025, negotiations continue with no final agreement, illustrating the difficulty of translating pandemic lessons into binding commitments.
