Grassroots vs Grasstops

Two models of advocacy power — mobilizing masses versus leveraging elite connections — and when each works best.

Power in Numbers vs Power in Access

Grassroots advocacy builds power from the bottom up: organizing ordinary citizens to contact legislators, show up at town halls, sign petitions, and vote. Its power comes from demonstrated public support. When a member of Congress receives 10,000 constituent calls opposing a bill, that's grassroots power.

Grasstops advocacy works through influential individuals: community leaders, major donors, business executives, celebrities, or other people with direct access to decision-makers. A single call from a major employer in a legislator's district can carry as much weight as thousands of constituent emails. A CEO warning about job losses gets immediate attention.

The most effective campaigns combine both. Grassroots mobilization creates political urgency; grasstops access ensures the message reaches decision-makers at the right moment.
