Gorbachev Comes to Power
How a young reformer reached the top of the Soviet system and began the changes that would ultimately destroy it.
A New Generation
When Mikhail Gorbachev became General Secretary in March 1985 at age 54, he was the youngest Soviet leader since Stalin. After three funerals in three years, his energy and relative youth signaled change. Gorbachev was a true believer — not in dismantling the Soviet system, but in saving it through reform.
His early moves focused on anti-corruption campaigns and an aggressive anti-alcohol campaign. The alcohol restrictions were deeply unpopular and cost the state enormous tax revenue, but they did temporarily improve public health statistics. More importantly, Gorbachev began replacing the old guard with younger reformers, building a coalition for the deeper changes he envisioned.
