Sharing the Burden
The Global Compact on Refugees (GCR), affirmed by the UN General Assembly in 2018, was negotiated in response to the 2015-2016 displacement crisis that overwhelmed European asylum systems. Its core objective is more equitable responsibility-sharing: the recognition that a handful of developing countries cannot continue to host the vast majority of the world's refugees while wealthy countries contribute only financial aid.
The GCR has four objectives: easing pressure on host countries, enhancing refugee self-reliance, expanding access to third-country solutions, and supporting conditions for voluntary return. It introduced the Comprehensive Refugee Response Framework (CRRF), which requires involving development actors alongside humanitarian ones, engaging the private sector, and including refugees in national development planning.
