The General Assembly

How the UN's most representative body works, from its annual debate to its power over budgets, norms, and the election of UN leadership.

The Parliament of Nations

The General Assembly is the UN's most representative organ: all 193 member states have a seat and a vote, each with equal weight regardless of size, population, or power. This 'one state, one vote' principle means that Tuvalu (population 11,000) has the same voting power as China (population 1.4 billion). The Assembly meets in regular session from September to December, with the high-level General Debate in late September drawing heads of state from around the world.

General Assembly resolutions are non-binding, meaning they express the views of the international community but do not create legal obligations. However, this does not make them irrelevant. Resolutions adopted by overwhelming majorities carry significant moral and political weight. The 1960 Declaration on Decolonization, the 1948 Universal Declaration of Human Rights (technically a GA resolution), and repeated resolutions on Palestine have shaped international norms and political discourse for decades.
