Environmental Governance

How China went from the world's worst polluter to the largest investor in renewable energy, the political dynamics driving environmental policy, and whether authoritarian governance can solve environmental crises faster than democracy.

From Pollution Crisis to Green Investment

China's rapid industrialization produced an environmental catastrophe. By 2013, air pollution in Beijing regularly exceeded WHO safety limits by ten to forty times. An estimated 1.6 million Chinese died prematurely from air pollution each year. Rivers were contaminated with industrial waste. Soil pollution affected roughly 20% of farmland. Public anger over environmental degradation became one of the most common sources of social protest.

The government's response has been dramatic. China now installs more solar panels and wind turbines than the rest of the world combined. It dominates global production of electric vehicles, batteries, and solar cells. It has invested over $750 billion in clean energy since 2020. Air quality in major cities has improved significantly, with Beijing's average PM2.5 levels falling by roughly 50% between 2013 and 2023. China has pledged to reach carbon neutrality by 2060.
