How countries join the EU, the accession process, and the debate over future expansion.
The Accession Process
Joining the EU is a long and demanding process. A country must meet the Copenhagen Criteria, established in 1993:
- Political: Stable institutions guaranteeing democracy, rule of law, human rights, and protection of minorities.
- Economic: A functioning market economy capable of competing within the Single Market.
- Legal (acquis): Ability to adopt the entire body of EU law (the 'acquis communautaire') — over 80,000 pages of regulations.
The process typically takes a decade or more. Negotiations are divided into 35 'chapters' covering everything from agriculture to competition policy. Every existing member state must unanimously agree to admit a new member.
