The Challenge of Document Verification

Leaked documents have driven some of the biggest stories of the century — the Panama Papers, the Snowden revelations, the Pentagon Papers. But fabricated documents have also caused spectacular failures, most infamously the Killian documents that led to Dan Rather's departure from CBS News in 2004. The forged memos about George W. Bush's National Guard service were created using a modern word processor's default font, a detail that typography experts quickly identified.

In the digital age, document fabrication is easier than ever. Screenshots can be edited in seconds. PDFs can be modified and re-saved. Official-looking letterheads can be replicated. Verifying document authenticity requires a systematic approach that goes beyond simply looking at whether a document 'seems' genuine.

Verification Methods

Metadata analysis. Every digital document contains metadata — creation date, author name, software used, revision history. A government document created in Microsoft Word on a personal laptop at 2 AM deserves scrutiny. Tools like ExifTool (for images) and PDF metadata viewers can reveal this information, though metadata can be altered.

Formatting and style checks. Official documents follow specific formatting conventions — letterhead design, font choices, date formats, reference numbering systems. Compare the document against known authentic examples from the same organization. The Killian forgery was caught because the font and spacing did not match any typewriter available in the 1970s.

Content verification. Do the names, dates, and reference numbers in the document check out against public records? Does the document reference events or policies that actually existed at the stated time? Are the bureaucratic procedures described consistent with how that organization actually operates?

Source assessment. Who provided the document, and what is their motive? A document leaked to embarrass a political rival requires more scrutiny than one obtained through a Freedom of Information request.
