Internet Shutdowns and Censorship
Governments around the world increasingly use internet shutdowns as a tool of control. Access Now documented over 280 internet shutdowns across 39 countries in 2023 alone, concentrated in South Asia, Sub-Saharan Africa, and the Middle East.
India leads the world in internet shutdowns, having imposed hundreds since 2012, often during protests or security operations in Kashmir and other regions. Myanmar's military junta has imposed prolonged shutdowns since the 2021 coup. Iran shut down the internet during the 2019 and 2022 protest movements. These shutdowns have massive economic costs — estimated at over $10 billion globally in 2023 — in addition to their impact on free expression and access to information.
