Technology for Democratic Participation

Digital democracy tools aim to use technology to make democratic participation easier, more inclusive, and more meaningful. These range from simple innovations like online voter registration to ambitious experiments like digital deliberation platforms and even internet-based voting.

Taiwan's vTaiwan platform is the most celebrated example. Using the Polis platform, which uses machine learning to identify areas of consensus rather than division, Taiwan has successfully crowdsourced policy on contentious issues including Uber regulation and online alcohol sales. The platform's design deliberately surfaces common ground — the opposite of social media's tendency to amplify disagreement.

The E-Voting Debate

Estonia is the only country to have implemented nationwide internet voting, allowing citizens to vote from any internet-connected device since 2005. Approximately 50% of Estonian voters now cast their ballots online. The system uses the country's national digital ID infrastructure and allows voters to change their vote until election day as a safeguard against coercion.

Most cybersecurity experts, however, remain deeply skeptical of online voting. A 2020 report by the National Academies of Sciences called internet voting 'high risk' because it is impossible to guarantee that votes are cast as intended, recorded as cast, and counted as recorded in a system connected to the internet. Paper ballots, by contrast, create a physical audit trail.

The tension is between accessibility (online voting could increase turnout, especially among young and disabled voters) and security (internet-connected systems are inherently vulnerable to attack). Most democracies have concluded the security risks outweigh the accessibility benefits — at least for now.
