Data Storytelling in Policy Briefs
Transforming raw data into narratives that move decision-makers — beyond charts and tables.
Data Does Not Speak for Itself
Policy analysts love data. Decision-makers love stories. The best briefs bridge this gap through data storytelling — the practice of using data not as decoration but as the backbone of a compelling narrative about why a problem matters and what to do about it.
The mistake many analysts make is assuming that a well-constructed chart or a rigorous statistical table will persuade on its own. It will not. Research by Chip Heath at Stanford shows that people remember stories up to 22 times better than facts alone. A datum embedded in a narrative sticks; a datum floating in isolation evaporates. Your job is to give every number a story to live in.
