Two Chambers, One Legislature
Congress is bicameral — it has two chambers. The House of Representatives has 435 members, apportioned by state population and elected every two years. The Senate has 100 members, two per state regardless of population, serving six-year terms.
This design was the 'Great Compromise' of 1787: the House gives larger states more voice, while the Senate ensures small states have equal representation. Both chambers must pass identical versions of a bill before it goes to the President.
