Coalition Building in the SC
How to build winning coalitions in a 15-member body where every vote and every veto matters.
Coalition building in the Security Council operates on different rules than in the General Assembly. In the GA, you need a simple majority of those present and voting. You can afford to ignore 96 countries and still pass a resolution. In the SC, you need nine out of fifteen votes with no P5 veto. This means you need to win over at least four countries from the other side of any divide while ensuring none of the P5 blocks you.
The small size of the Council makes personal relationships matter enormously. With only 15 delegations, every conversation is consequential. Unlike the GA where you might never interact with dozens of delegations, in the SC you will negotiate directly with everyone. Your reputation for reliability, honesty, and flexibility is your most important asset.
