Russia's full-scale invasion of Ukraine in February 2022 created an extraordinary situation: a permanent member of the Security Council committed what most of the world considered a clear act of aggression, then used its veto to block the Council from responding. It was the most direct test of the Council's fundamental design flaw since its creation.
On February 25, 2022, the Council voted on a resolution condemning Russia's invasion and demanding immediate withdrawal. Russia vetoed it. China, India, and the UAE abstained. Eleven members voted in favor. The resolution failed, but the political signal was powerful: Russia stood alone in opposition, with even China unwilling to vote no.
