Case Study: Airbus vs. Boeing — The World's Longest Trade War
The Airbus-Boeing dispute is the largest and longest-running case in WTO history. It lasted nearly 20 years (2004-2021), involved hundreds of billions in subsidies, and reshaped how the world thinks about industrial policy.
Background:
- Boeing (US) and Airbus (EU — France, Germany, Spain, UK) are the only two manufacturers of large commercial aircraft
- Both received massive government support — but in different forms
- Boeing received tax breaks, defense contracts, and R&D subsidies from federal and state governments
- Airbus received direct government loans ("launch aid") at below-market rates to develop new aircraft
The Cases:
- 2004: The US filed a WTO complaint against EU subsidies to Airbus
- 2004: The EU filed a counter-complaint against US subsidies to Boeing
- Both sides partially won: the WTO found BOTH governments had provided illegal subsidies
