How ballots are designed, secured, and counted to ensure every legitimate vote is accurately recorded.

Design Matters

Ballot design has a direct impact on election outcomes. The 2000 US presidential election in Florida was partly decided by the 'butterfly ballot' in Palm Beach County, where the confusing layout led thousands of voters to accidentally cast their vote for Pat Buchanan instead of Al Gore. Research estimated that the design error cost Gore more than 2,000 net votes in a race decided by 537.

Good ballot design follows clear principles: candidates should be listed in a consistent, easy-to-follow format; instructions should be simple and prominent; the mechanism for marking choices should be unambiguous; and the ballot should be tested with representative voters before use. Many countries use standardized national ballot designs to ensure consistency, while the decentralized US system allows each county to design its own, creating wide variation in quality.
