The World Tourism Organization (UNWTO, rebranded as UN Tourism in 2023) is the United Nations specialized agency mandated to promote tourism as a driver of economic growth, inclusive development, and environmental sustainability. Headquartered in Madrid, Spain, it is the only UN agency with a permanent seat in Spain, hosted under a 1975 headquarters agreement.
UNWTO traces its origins to the International Union of Official Travel Organizations (IUOTO), a non-governmental body founded in 1947. It was transformed into an intergovernmental organization in 1975 after its statutes were approved by the UN General Assembly, and it became a UN specialized agency in 2003 through an agreement with ECOSOC.
Its membership comprises Member States, Associate Members (territories not responsible for their external relations), and Affiliate Members drawn from the private sector, academia, and tourism associations. Governance runs through:
- The General Assembly, meeting every two years
- The Executive Council, which oversees implementation between assemblies
- Six Regional Commissions (Africa, Americas, East Asia and the Pacific, Europe, Middle East, South Asia)
- A Secretariat led by the Secretary-General; Zurab Pololikashvili of Georgia has held the post since 2018
Core activities include compiling global tourism statistics (the World Tourism Barometer), developing the Global Code of Ethics for Tourism (adopted 1999), and stewarding the Framework Convention on Tourism Ethics, which opened for signature in 2020 as the first binding international treaty in the sector. UNWTO also coordinates responses to crises affecting travel, as it did during the COVID-19 pandemic, and supports SDG implementation, particularly Goals 8, 12, and 14.
The agency has faced controversies, including the United States' withdrawal in 1996 and ongoing debates over the political role of its tourism "ambassadors." Several members, including the US, are not currently parties. In MUN simulations, UNWTO committees typically address overtourism, climate impacts on destinations, tourism financing in LDCs, and cultural heritage protection.
Example
In 2023, UNWTO rebranded itself as "UN Tourism" under Secretary-General Zurab Pololikashvili to signal a broader mandate beyond traditional tourism promotion.
