The United Nations Volunteers (UNV) programme was established by General Assembly resolution 2659 (XXV) on 7 December 1970 and began operations in 1971. It is administered by the United Nations Development Programme (UNDP) and reports to the UNDP Executive Board. Its headquarters has been located in Bonn, Germany, since 1996.
UNV deploys volunteers — both international and national, on-site and online — to serve with UN agencies, funds and programmes, peacekeeping and political missions, and host-government partners. Assignments typically support areas such as electoral processes, humanitarian response, community resilience, public health, gender equality, and rule of law. Volunteers serve under the UNV Conditions of Service, which provide a modest living allowance rather than a salary, distinguishing them from regular UN staff.
The programme operates several modalities:
- International UN Volunteers, deployed outside their country of nationality.
- National UN Volunteers, serving within their own country.
- UN Online Volunteers, contributing remotely through the platform launched in 2000.
- UN Youth Volunteers, a category developed after the 2011 International Year of Volunteers +10.
UNV is funded primarily through the Special Voluntary Fund (SVF), full-funding arrangements with donor governments, and cost-sharing with UN partner entities that request volunteers. It does not levy assessed contributions.
