The Mediation Support Unit (MSU) sits within the UN Department of Political and Peacebuilding Affairs (DPPA), in the Policy and Mediation Division. It was established in 2006 following the recommendations of then–Secretary-General Kofi Annan's In Larger Freedom report and the 2005 World Summit, which called on the UN to strengthen its capacity to prevent and resolve armed conflict through mediation.
The MSU's core functions include:
- Operational support to UN envoys, special representatives, and resident coordinators engaged in peace processes, including logistics, planning, and process design advice.
- Thematic expertise through the Standby Team of Senior Mediation Advisers, a roster of on-call specialists deployable within 72 hours to advise on issues such as ceasefires, constitution-making, power-sharing, natural-resource disputes, and gender inclusion.
- Knowledge management, including the production of the UN Guidance for Effective Mediation (2012), endorsed by the General Assembly in resolution 66/291, and a library of peace agreements and lessons learned.
- Partnerships with regional and subregional organizations such as the African Union, ECOWAS, ASEAN, the OSCE, and the League of Arab States, often through joint training and secondments.
- Capacity-building for member states and civil-society mediators, including support to women mediator networks.
The MSU does not itself conduct mediation; rather, it is a backstopping body that equips UN and partner mediators with tools, comparative experience, and rapid expertise. Its work has supported processes in Yemen, Syria, Colombia, Libya, Sudan, and the Horn of Africa, among others. Funding combines the UN regular budget with voluntary contributions from member states channeled through the DPPA Multi-Year Appeal, with major donors historically including Norway, Switzerland, Germany, Finland, and the United Kingdom.
For MUN delegates, the MSU is often referenced in debates on preventive diplomacy, Article 33 of the UN Charter, and the implementation of the Pact for the Future (2024) commitments on peaceful settlement of disputes.
