A TOC Bid is a qualifying credential awarded to high school debaters who advance to a specified elimination round at a tournament sanctioned by the Tournament of Champions (TOC), hosted annually at the University of Kentucky. The TOC is widely treated as the national championship of the national circuit in policy debate, Lincoln-Douglas (LD), public forum (PF), and congressional debate, and bids are the primary mechanism by which competitors qualify to attend.
Bid tournaments are tiered based on competitive depth and history. The common tiers are finals bid, semifinals bid, quarterfinals bid, and octafinals bid tournaments. At a finals bid tournament, only the two finalists earn a bid; at an octafinals bid tournament, all sixteen debaters or teams reaching octafinals receive one. The tier is set by the TOC advisory committees for each event and is periodically revised based on attendance and circuit competitiveness.
To qualify for the TOC, a competitor generally must earn two bids during the season (sometimes called a "double-qualification"), though debaters with one bid may be placed on a waitlist and admitted if the field is not full. Bids are non-transferable and tied to the individual debater or partnership.
Earning a bid is treated as a significant credential in the national circuit community and often features in college debate recruiting. Notable bid tournaments historically include the Glenbrooks, Greenhill, Bronx, Harvard, Berkeley, and the Blake tournament, among others, though the specific tier of each is determined annually.
Bids are distinct from qualification pathways for other national championships, such as the NSDA National Tournament (which uses district qualifiers) or the NCFL Grand National Tournament. A debater can pursue multiple championships in a single season, but TOC bids specifically govern access to the Kentucky tournament and are tracked publicly on circuit results sites throughout the year.
Example
In January 2023, a Lincoln-Douglas debater reaching semifinals at the Glenbrooks Speech and Debate Tournament earned a TOC bid counting toward qualification for that spring's Tournament of Champions at the University of Kentucky.
Frequently asked questions
Generally two bids guarantee an invitation; debaters with one bid are typically placed on a waitlist and admitted only if space remains in the field.
