Speakers List Exhaustion

In Model UN, the general speakers list (GSL) is the default debate format that runs continuously in the background of a committee session. Delegates are added to it on request, deliver speeches on the topic at hand, and once they have spoken they may be re-added at the chair's discretion. Speakers list exhaustion occurs when the list empties and no delegate wishes to be added back.

Under most widely used rules of procedure — including those modeled on the UNA-USA and Harvard WorldMUN handbooks — an exhausted speakers list is treated as a signal that debate on the topic is over. The committee is then moved, typically without a motion required, directly into voting procedure on all draft resolutions and amendments on the floor. Some rulesets (notably THIMUN-style) handle this differently because they do not use a continuous GSL in the same form, relying instead on motions to open and close debate.

Because exhaustion has such a decisive effect, experienced chairs watch the list carefully and remind delegates that adding their placard is voluntary. Strategically, blocs that believe they have the votes for their draft resolution may deliberately decline to add themselves back to the list, letting it run dry as a faster alternative to a motion to close debate (which usually requires a two-thirds majority). Conversely, delegations short on votes will keep adding themselves to stall, buying time for unmoderated caucuses and further negotiation.

Key practical points:

• Exhaustion only triggers closure on the current topic, not the entire agenda.
• A motion to table or to adjourn debate can still pre-empt exhaustion.
• Chairs typically announce when the list has only one or two speakers remaining, giving delegates a final chance to add themselves.
• If no draft resolutions are on the floor when the list exhausts, the topic simply closes without substantive vote.
