PP1

In Model UN drafting, PP1 stands for "Preambular Paragraph 1" — the opening clause of a draft resolution's preamble. Preambular paragraphs set out the context, history, and legal or moral basis for the operative action that follows. They typically begin with italicized participial phrases such as Recalling, Reaffirming, Noting with concern, Deeply disturbed by, Bearing in mind, or Guided by, and they end with commas rather than semicolons or periods.

Delegates use the abbreviation PP1, PP2, PP3... as a numbering convention so that sponsors, the dais, and signatories can refer to specific clauses efficiently during unmoderated caucuses, friendly amendments, and voting procedure. The companion shorthand for operative clauses is OP1, OP2, OP3...

PP1 often carries particular weight because it usually anchors the resolution to a foundational document — for example, recalling the UN Charter, the Universal Declaration of Human Rights, or a prior Security Council or General Assembly resolution on the topic. Experienced delegates draft PP1 carefully, since it signals the resolution's political framing and the body of law it claims to build on.

Key drafting conventions for PP1 and other preambular clauses:

• The opening word or phrase is italicized (or underlined in handwritten form).
• The clause does not propose action; it justifies or contextualizes action.
• It ends with a comma, not a period or semicolon.
• Amendments to preambular clauses are permitted in most rulesets but are often considered less substantive than amendments to operative clauses.

While "PP1" is universal across THIMUN, NMUN, Harvard WorldMUN, and most college and high school circuits, some conferences instead write "Preamb. 1" or simply number the clauses without a prefix. The function, however, is identical: a quick locator for the first contextual clause of a draft resolution.
