Pervez Musharraf (1943–2023) was a four-star general in the Pakistan Army who served as Chief of Army Staff from 1998 and as the country's head of government and later head of state from 1999 to 2008. Born in Delhi before partition, he rose through the army's commando units and was appointed army chief by Prime Minister Nawaz Sharif.
On 12 October 1999, after Sharif attempted to dismiss him mid-flight, the military took control of the government in a bloodless coup. Musharraf initially styled himself "Chief Executive" and assumed the presidency in 2001. His rule was transformed by the September 11 attacks: under US pressure he reversed Pakistan's support for the Afghan Taliban, allowed US logistical access, and partnered with Washington on counterterrorism, receiving substantial American military and economic aid.
Domestically, Musharraf held a controversial 2002 referendum extending his presidency, amended the constitution via the Legal Framework Order, and pursued an "enlightened moderation" agenda. He survived multiple assassination attempts in 2003. His tenure saw confrontation with India over Kashmir, including the 2001–02 standoff, followed by a back-channel peace process. With India, the Agra Summit (July 2001) with Prime Minister Vajpayee ended without agreement.
His position collapsed in 2007 after he dismissed Chief Justice Iftikhar Chaudhry, sparking the Lawyers' Movement, and after the army's storming of the Lal Masjid in Islamabad. He declared a state of emergency in November 2007. Following the assassination of Benazir Bhutto in December 2007 and his party's defeat in the February 2008 elections, he resigned in August 2008 to avoid impeachment.
Musharraf lived in self-imposed exile in London and Dubai. In 2019 a special court convicted him of high treason in absentia and sentenced him to death over the 2007 emergency, a verdict later overturned by the Lahore High Court. He died in Dubai on 5 February 2023.
