Persona grata (Latin for "acceptable person") is the diplomatic status assigned to a foreign envoy whom the receiving state has agreed to accept on its territory. The concept is the positive counterpart to persona non grata, and both are codified in the Vienna Convention on Diplomatic Relations (VCDR) of 1961.
Under Article 4 of the VCDR, before a head of mission (such as an ambassador) is appointed, the sending state must request and obtain the agrément of the receiving state. If granted, the individual is considered persona grata and may be formally accredited. The receiving state is not required to give reasons if it refuses agrément. For other members of diplomatic staff, prior consent is generally not required, but Article 7 allows the receiving state to require that military, naval, and air attachés be named in advance for approval.
The status is not permanent. Under Article 9, the receiving state may "at any time and without having to explain its decision" notify the sending state that a previously accepted diplomat has become persona non grata, after which the sending state must recall the person or terminate their functions. If it fails to do so, the host may cease to recognise the individual as a member of the mission, stripping diplomatic immunity.
In practice, persona grata status underpins the day-to-day functioning of embassies: it determines who can present credentials, who enjoys the privileges and immunities of Articles 29–36 (inviolability, immunity from criminal jurisdiction, tax exemptions), and who can lawfully act on behalf of the sending state. Disputes over agrément are often quiet diplomatic signals — a delayed approval can indicate displeasure without triggering the more public rupture of an expulsion.
Consular officers are governed by a parallel framework under the Vienna Convention on Consular Relations (1963), which uses the exequatur rather than agrément but applies similar logic.
