The Paracel Islands (Chinese: Xisha Qundao; Vietnamese: Quần đảo Hoàng Sa) are a group of roughly 130 small coral islands, reefs, and sandbanks in the northern South China Sea, located between the coast of central Vietnam and China's Hainan Island. The archipelago has no indigenous population but is strategically valuable for fisheries, potential hydrocarbon reserves, and control of sea lanes.
Three governments formally claim the islands: the People's Republic of China, Vietnam, and the Republic of China (Taiwan). China has administered the entire archipelago since the Battle of the Paracel Islands in January 1974, when PRC forces expelled South Vietnamese troops from the western Crescent Group in a brief naval clash. Before 1974, France and later South Vietnam administered the western group while China held the eastern Amphitritie Group from 1956.
Beijing administers the islands as part of Sansha City, established in 2012 on Woody Island (Yongxing/Phú Lâm), which hosts an airstrip, harbor, and military garrison. China has expanded infrastructure across several features, including HQ-9 surface-to-air missile deployments reported in 2016.
Vietnam continues to assert sovereignty, citing historical records from the Nguyễn dynasty and French colonial administration. Hanoi regularly protests Chinese activities, and incidents involving Vietnamese fishing vessels are common. The 2014 HD-981 oil rig standoff, when China placed a drilling platform near the Paracels, triggered anti-Chinese riots in Vietnam and a major bilateral crisis.
Unlike the Spratly Islands, the Paracels were not directly addressed by the 2016 Philippines v. China arbitral award under UNCLOS Annex VII, because the Philippines does not claim them. The dispute therefore remains largely bilateral between Hanoi and Beijing, with no active multilateral arbitration. The United States periodically conducts freedom of navigation operations (FONOPs) near the Paracels, contesting Chinese straight baselines drawn around the archipelago in 1996.
