The term P3 penholders refers to the informal but entrenched practice by which the three Western permanent members of the United Nations Security Council — the United States, the United Kingdom, and France — hold the drafting pen on the majority of country-specific and thematic files before the Council. The arrangement has no foundation in the UN Charter or the Council's Provisional Rules of Procedure (S/96/Rev.7), which are silent on who initiates draft resolutions. It emerged organically after the end of the Cold War, when the volume of Council output expanded sharply and elected members lacked the diplomatic infrastructure in New York and in the field to sustain the drafting burden across dozens of simultaneous files. By the mid-2000s, the convention had hardened into a near-monopoly: of roughly forty country and regional files on the Council's agenda, the P3 collectively held the pen on the overwhelming majority, with France traditionally leading on Francophone Africa (Mali, Central African Republic, Côte d'Ivoire, Democratic Republic of the Congo, Lebanon), the United Kingdom on Yemen, Somalia, Cyprus, and Libya, and the United States on Afghanistan, Haiti, Sudan/South Sudan, the DPRK sanctions file, and counterterrorism.
The mechanics of penholdership proceed in a defined sequence. The penholder produces a zero draft, typically circulated first within the P3 itself for trilateral alignment, and then transmitted to the broader P5, including Russia and China. After P5 consultations resolve the principal political and language disputes, the text is shared with the full Council of fifteen — the so-called E10 elected members plus the P5 — usually in informal consultations under the "any other business" item or in a dedicated experts-level meeting. The penholder convenes successive rounds of expert negotiation, accepting, rejecting, or bracketing proposed amendments. Once the text is judged ripe, the penholder places it in blue through the Secretariat — a procedural act signalling readiness for a vote within twenty-four hours under Rule 38 of the Provisional Rules. The penholder also controls the timing of adoption and, by convention, delivers the first explanation of vote.
Beyond resolutions, the penholder drafts presidential statements (PRSTs), press statements, and elements to the press, and chairs the experts-level (Group of Experts) drafting sessions. Mandate renewals — particularly for peacekeeping operations such as MINUSCA, MONUSCO, UNFICYP, and UNIFIL, and for sanctions regimes administered under Article 41 — follow a recurring penholder-led cycle of consultations with the Department of Peace Operations, the relevant Special Representative of the Secretary-General, and troop- and police-contributing countries. Co-penholdership exists but remains rare; the United Kingdom and Germany shared the pen on the Sudan/South Sudan humanitarian file during Germany's 2019–2020 term, and elected members occasionally hold the pen on discrete thematic files (Mexico on inclusion, Kuwait on humanitarian issues in 2018–2019).
Contemporary practice has produced visible strain. France's penholdership on Mali came under pressure after the 2021–2022 deterioration of relations between Bamako and Paris and the eventual termination of MINUSMA by Resolution 2690 (2023) at the Malian transitional government's demand. The United Kingdom's pen on Yemen has been scrutinised given London's parallel arms-export relationship with Saudi Arabia and the UAE. The United States' pen on the Israeli–Palestinian file — though contested by France and others — has shaped the Council's posture on Gaza since October 2023, including the vetoes of March and December 2023 and the eventual adoption of Resolution 2728 (2024). Russia and China have repeatedly publicly objected to the P3 monopoly, with Beijing's Permanent Mission circulating informal non-papers in 2022 and 2023 calling for "more inclusive" drafting.
Penholdership should be distinguished from the presidency of the Security Council, which rotates monthly in English alphabetical order under Rule 18 and confers control over the programme of work, not over draft texts. It is also distinct from chairmanship of subsidiary bodies — sanctions committees, the Counter-Terrorism Committee, the 1540 Committee — which under the Note by the President S/2017/507 are reserved primarily for elected members. A penholder may chair the relevant committee or not; the United States, for example, does not chair the DPRK 1718 Committee despite holding the pen on the file.
Reform efforts have been incremental. The Accountability, Coherence and Transparency Group (ACT), led by Switzerland and Liechtenstein, has campaigned since 2013 for shared penholdership and earlier E10 involvement. The Kuwait-Côte d'Ivoire-Peru-Poland "Process" in 2018 produced commitments to circulate zero drafts to all fifteen members simultaneously, though compliance has been uneven. Note S/2017/507, paragraphs 79–82, formally encourages co-penholdership and early consultation with the E10, but the P3 retain operational control. Elected members frequently complain of being presented with near-final P3-agreed texts on a short fuse — sometimes hours before blue — leaving little space for substantive amendment.
For the working practitioner, the penholder map is the indispensable starting point for any Council file. A desk officer in Berlin, Brasília, or Pretoria seeking to influence a mandate renewal must identify the relevant penholder mission in New York — usually the political coordinator and the file expert — and engage weeks before the expected adoption. Capitals that mistime their démarches, or that address the rotating presidency rather than the penholder, routinely find their preferred language absent from the final text. Understanding the P3 division of labour is thus not academic taxonomy but a precondition for effective multilateral diplomacy at the Council.
