Operation Atalanta, formally EU NAVFOR Somalia – Operation Atalanta, is the European Union's first naval operation under the Common Security and Defence Policy (CSDP). It was established by Council Joint Action 2008/851/CFSP on 10 November 2008 and launched on 8 December 2008 in response to a sharp rise in piracy and armed robbery off the Somali coast and in the Gulf of Aden.
The mission's core mandate is to:
- Protect vessels of the World Food Programme (WFP) delivering humanitarian aid to Somalia, as well as African Union mission (AMISOM, later ATMIS) shipping.
- Deter, prevent and repress piracy and armed robbery at sea off the Somali coast.
- Monitor fishing activities off Somalia and contribute to the disruption of related illicit trafficking, including weapons and narcotics, following mandate expansions.
Atalanta operates under UN Security Council authorisation, drawing on resolutions including UNSCR 1814, 1816, 1838, 1846 and 1851 (all 2008), which permitted states cooperating with the Somali Transitional Federal Government to enter Somali territorial waters and, under 1851, to take action ashore against pirate bases. Subsequent resolutions have renewed these authorities.
Operational headquarters were initially located at Northwood in the United Kingdom. Following Brexit, the OHQ relocated to Rota, Spain in 2019, with a parallel coordination centre at Brest, France. Force contributions have included warships, maritime patrol aircraft and Vessel Protection Detachments from EU member states, with associated participation from non-EU states such as Norway, Serbia, Ukraine, Montenegro, New Zealand, and Colombia at various times.
Atalanta works alongside NATO's now-concluded Operation Ocean Shield (2009–2016) and the multinational Combined Task Force 151. Reported piracy incidents off Somalia fell from a peak of 176 attacks in 2011 to near zero by the mid-2010s, though the EU and analysts attribute this decline to a combination of naval presence, private armed guards, Best Management Practices by shippers, and onshore developments in Somalia.
