Mengistu Haile Mariam is a former Ethiopian army officer who rose to power through the Derg, the military committee that deposed Emperor Haile Selassie in September 1974. After a series of internal purges, Mengistu emerged as chairman of the Derg in February 1977 and consolidated personal rule following the killing of rival Tafari Benti. He governed Ethiopia until May 1991.
Under Mengistu, Ethiopia was reorganized along Marxist-Leninist lines, formally becoming the People's Democratic Republic of Ethiopia in 1987 under a new constitution, with Mengistu as president and head of the Workers' Party of Ethiopia. His government nationalized land and major industries and aligned closely with the Soviet Union and Cuba, both of which provided decisive military support during the Ogaden War with Somalia (1977–1978).
His rule is most associated with the Qey Shibir ("Red Terror"), a campaign from roughly 1976 to 1978 targeting the Ethiopian People's Revolutionary Party and other perceived opponents, in which tens of thousands of people were killed. The regime also faced sustained insurgencies in Eritrea and Tigray and is widely judged to have worsened the 1983–1985 famine through forced resettlement, villagization, and counter-insurgency policies that restricted relief access.
As the Eritrean People's Liberation Front and the Ethiopian People's Revolutionary Democratic Front advanced, Mengistu fled to Zimbabwe on 21 May 1991, where he received asylum from Robert Mugabe. In December 2006, an Ethiopian court convicted him in absentia of genocide for actions during the Red Terror; the Federal High Court sentenced him to life imprisonment in January 2007, later upgraded to death on appeal in 2008. Zimbabwe has consistently refused extradition requests, and he remains in exile.
