The Global Security Initiative (GSI) was announced by Chinese President Xi Jinping at the Boao Forum for Asia on 21 April 2022, shortly after Russia's invasion of Ukraine. It is one of three signature foreign-policy concepts Xi has put forward alongside the Global Development Initiative (GDI), launched at the UN General Assembly in September 2021, and the Global Civilization Initiative (GCI), introduced in March 2023.
The GSI is built around six commitments, most notably:
- A "common, comprehensive, cooperative, and sustainable" approach to security
- Respect for the sovereignty and territorial integrity of all countries
- Adherence to the purposes and principles of the UN Charter
- Taking the "legitimate security concerns" of all countries seriously, framed through the concept of indivisible security
- Peaceful settlement of disputes through dialogue
- Maintaining security in both traditional and non-traditional domains
In February 2023, China's Ministry of Foreign Affairs released "The Global Security Initiative Concept Paper," which fleshed out priorities including counter-terrorism cooperation, biosecurity, AI governance, and reform of global security governance. Beijing has cited the March 2023 Saudi-Iran normalization deal it brokered as a practical demonstration of GSI principles.
Analysts read the GSI as Beijing's attempt to offer a normative alternative to U.S.-led alliances such as NATO, AUKUS, and the Quad, and to push back against what Chinese officials describe as a "Cold War mentality" and "bloc confrontation." Critics, including many Western governments and scholars, argue that the GSI's invocation of "indivisible security" echoes Russian framing used to justify opposition to NATO enlargement, and that the initiative's vagueness allows it to function more as diplomatic messaging than as an operational framework. As of the mid-2020s, the GSI has been formally endorsed or referenced in joint statements with dozens of states, particularly across the Global South, but lacks treaty status or binding mechanisms.
