The Global Security Initiative (GSI) is a foreign-policy framework announced by Chinese President Xi Jinping on 21 April 2022 during his keynote address at the Boao Forum for Asia. It is the second of three flagship "global initiatives" promoted by Beijing, alongside the Global Development Initiative (2021) and the Global Civilization Initiative (2023).
The GSI is organised around what Chinese officials describe as "six commitments", including:
- Commitment to a "common, comprehensive, cooperative and sustainable" vision of security
- Respect for the sovereignty and territorial integrity of all countries
- Adherence to the purposes and principles of the UN Charter
- Taking seriously the "legitimate security concerns" of all states (a phrase Beijing has applied to Russia's stance on NATO enlargement)
- Peaceful resolution of disputes through dialogue
- Maintaining security in both traditional and non-traditional domains
In February 2023, China's Ministry of Foreign Affairs released a GSI Concept Paper elaborating priority areas, including counter-terrorism, cybersecurity, biosecurity, AI governance, and reform of global governance institutions. Beijing frames the GSI as a rejection of "Cold War mentality," "bloc confrontation," and unilateral sanctions — language widely read as targeting the United States, NATO, AUKUS, and the Quad.
Analysts at think tanks such as CSIS, Chatham House, and MERICS have characterised the GSI as primarily a discursive and diplomatic instrument: it offers no binding treaty, no secretariat, and no enforcement mechanism, but is invoked in joint statements with partners across the Global South, the Shanghai Cooperation Organisation, and the BRICS grouping. China has cited the GSI in connection with its mediation of the Saudi–Iran rapprochement announced in March 2023 and in its 12-point position paper on the war in Ukraine.
Critics argue the GSI's emphasis on "legitimate security concerns" risks legitimising spheres of influence, while supporters present it as a non-Western alternative for managing strategic competition.
