A Foreign Service Officer (FSO) is a commissioned member of the United States Foreign Service, the professional diplomatic corps that staffs U.S. embassies, consulates, and missions abroad as well as the Department of State and select interagency posts in Washington. The Foreign Service was established as a unified career service by the Rogers Act of 1924, which merged the previously separate Diplomatic Service and Consular Service. Its modern statutory foundation is the Foreign Service Act of 1980 (22 U.S.C. §§ 3901 et seq.), which codifies the personnel system, the commissioning process by the President with the advice and consent of the Senate, and the rank-in-person structure that distinguishes the Foreign Service from the General Schedule civil service. Officers serve a five-year probationary period that ordinarily includes one consular tour and a directed assignment, followed by bidding on subsequent postings through the open-assignments cycle. Foreign Service Specialists (FSS) are also commissioned members of the Foreign Service but enter in technical fields—diplomatic security, information management, medical, facilities—without competing through the FSOT. Civil Service employees at State are domestically based, non-rotational, and hired under Title 5 rather than Title 22. Political appointees, including most chiefs of mission since the nineteenth-century spoils system, hold their positions by presidential commission outside the career service; roughly 30 percent of ambassadorships in recent administrations have gone to non-career nominees, a higher share than in most peer foreign ministries. Locally Employed Staff (LE Staff), formerly Foreign Service Nationals, are host-country nationals who provide institutional continuity at post but are not commissioned U.S. officers.
