FCAS (Future Combat Air System; French: Système de combat aérien du futur, SCAF) is a European defense program led by France, Germany, and Spain to field a sixth-generation fighter aircraft and an associated "combat cloud" of manned and unmanned platforms by roughly 2040. It is intended to replace the French Rafale and the German and Spanish Eurofighter Typhoon fleets.
The program was launched politically in July 2017, when French President Emmanuel Macron and German Chancellor Angela Merkel announced joint development of a next-generation fighter. Spain joined in 2019. Industrial leadership is shared between Dassault Aviation (France), Airbus Defence and Space (Germany and Spain), and Indra (Spain), with Safran and MTU Aero Engines developing the propulsion system.
FCAS is built around several pillars:
- A Next Generation Fighter (NGF) crewed aircraft.
- Remote Carriers, semi-autonomous drone "loyal wingmen."
- A Combat Cloud providing secure data-sharing across platforms.
- A new engine and sensor suite.
The program has been repeatedly slowed by industrial disputes, particularly between Dassault and Airbus over workshare and intellectual property on the fighter airframe. A Phase 1B contract for the demonstrator was signed in late 2022 after prolonged negotiations. As of the mid-2020s, a flying demonstrator is targeted for the latter part of the decade, with operational entry around 2040.
FCAS is often discussed in parallel with—and in tension with—the UK-Italy-Japan Global Combat Air Programme (GCAP), formerly the British Tempest project, which pursues a competing sixth-generation fighter on a similar timeline. The two programs raise broader questions about European strategic autonomy, transatlantic defense-industrial competition with the US F-35, and the EU's ability to consolidate fragmented procurement. Cost estimates for FCAS run into the hundreds of billions of euros over its life cycle, making it one of the largest European defense undertakings ever attempted.
