In Model UN, the ECOSOC plenary refers to a committee simulating the United Nations Economic and Social Council meeting as a whole body, as opposed to one of its functional commissions (such as the Commission on the Status of Women or the Commission on Social Development) or expert subsidiary bodies. At the real UN, ECOSOC is one of the six principal organs established by the Charter and is composed of 54 member states elected by the General Assembly to staggered three-year terms.
The plenary is the decision-making stage. Drafts negotiated in working groups, regional caucuses, or subsidiary commissions are reported up for adoption. Voting follows ECOSOC's rules of procedure: each member has one vote, and decisions are taken by a majority of the members present and voting. Unlike the Security Council, there is no veto.
Typical agenda items handled in plenary include the Annual Ministerial Review, the High-Level Political Forum on Sustainable Development (which meets under ECOSOC auspices), coordination of the UN development system, humanitarian affairs, and the operational activities for development segment. ECOSOC also issues recommendations to the General Assembly and grants consultative status to NGOs on the recommendation of its Committee on NGOs.
In MUN simulations, delegates in an ECOSOC plenary committee usually:
- represent one of the 54 elected members (some conferences expand the roster for capacity reasons);
- produce resolutions addressed to member states, specialized agencies, or the General Assembly, rather than binding decisions;
- may not authorize enforcement measures — ECOSOC's outputs are recommendatory.
Chairs often emphasize the coordinating mandate: ECOSOC ties together the work of UN funds, programmes, and specialized agencies (UNDP, UNICEF, WHO, ILO, FAO, and others). Delegates are therefore expected to cite SDG indicators, agency reports, and prior ECOSOC resolutions rather than invoke Chapter VII language, which lies outside the body's competence.
