Donald Tusk (born 22 April 1957 in Gdańsk) is a Polish politician and historian whose career bridges domestic Polish politics and the top leadership of the European Union. A former activist in the anti-communist opposition during the 1980s, he co-founded the liberal-conservative Civic Platform (Platforma Obywatelska, PO) in 2001 and led the party to consecutive parliamentary victories in 2007 and 2011.
As Prime Minister from 2007 to 2014, Tusk presided over a period of sustained economic growth — Poland was the only EU member state to avoid recession during the 2008–2009 financial crisis — and pursued closer integration with Germany and the EU mainstream. His government oversaw Poland's first EU Council presidency in the second half of 2011.
In 2014 he was elected President of the European Council, succeeding Herman Van Rompuy, and was re-elected for a second term in 2017. During his tenure he chaired EU summits through the Brexit negotiations, the migration crisis, and disputes with the Polish government led by Law and Justice (PiS) over rule-of-law issues. He left the Council post in December 2019 and subsequently served as president of the European People's Party (EPP) from 2019 to 2022.
Tusk returned to Polish politics, retaking leadership of Civic Platform and assembling a broad opposition coalition. After the October 2023 parliamentary election, in which the PiS-led government lost its majority, Tusk was sworn in as Prime Minister on 13 December 2023, heading a coalition of Civic Coalition, Third Way, and The Left. His second premiership has been defined by efforts to unblock EU recovery funds withheld over rule-of-law concerns, restore judicial independence reforms, and reposition Warsaw within EU and NATO decision-making, particularly on support for Ukraine.
