A breakout can take many forms: a military invasion, an assassination, a leaked document, a natural disaster, a market crash, or the actions of another committee in a joint crisis. Staff typically deliver them via a verbal announcement, a projected news bulletin, a "press release," or a note passed to the chair. Once announced, the committee usually moves into an unmoderated caucus or a short moderated caucus on the new topic, and delegates are expected to respond through directives, press releases, or personal portfolio actions (private notes leveraging their character's resources).
