Billable hours are the time increments a professional—most often a lawyer, consultant, or accountant—records as having been spent on client-specific work and which can be invoiced to that client at an agreed hourly rate. The model became dominant in U.S. law firms in the second half of the twentieth century, popularised after the American Bar Association's 1958 report The 1958 Lawyer and His 1938 Dollar, which encouraged firms to track time more rigorously to improve profitability.
Time is conventionally captured in tenths of an hour (six-minute units), though some firms use quarter-hour blocks. A timekeeper logs the matter, task, and narrative description; these entries are aggregated into a draft invoice, reviewed by a supervising partner, and sent to the client. Activities considered non-billable typically include internal administration, business development, pro bono work (unless separately tracked), training, and write-offs deemed inefficient.
Associates at large law firms commonly face annual billable targets, frequently in the range of 1,800 to 2,100 hours, with bonus thresholds attached. Because recorded hours rarely equal hours actually worked—due to non-billable tasks and time written off—achieving such targets usually requires substantially longer working weeks.
The model has been widely criticised for:
