Barack Hussein Obama II (born August 4, 1961, in Honolulu, Hawaii) served as the 44th President of the United States from January 20, 2009 to January 20, 2017. A Democrat and former U.S. Senator from Illinois (2005–2008), he was the first African American elected to the U.S. presidency.
Obama's foreign policy is often associated with a pivot toward multilateralism after the Bush-era interventions. Key initiatives included:
- Iran nuclear deal (JCPOA): signed in Vienna in July 2015 between Iran and the P5+1 (US, UK, France, Russia, China, Germany), limiting Iranian uranium enrichment in exchange for sanctions relief.
- Paris Agreement on climate change: adopted in December 2015 under the UNFCCC; the U.S. formally joined in September 2016.
- Normalization with Cuba: announced in December 2014, leading to the reopening of embassies in July 2015 and Obama's visit to Havana in March 2016.
- "Pivot to Asia": a strategic rebalancing toward the Indo-Pacific, including negotiation of the Trans-Pacific Partnership (TPP), signed in February 2016 but never ratified by the U.S.
- New START Treaty: signed with Russia in April 2010, limiting deployed strategic nuclear warheads.
- Killing of Osama bin Laden: authorized in May 2011 in Abbottabad, Pakistan.
His administration also escalated drone strikes in Pakistan, Yemen, and Somalia, intervened in Libya in 2011 under UN Security Council Resolution 1973, and presided over the U.S. troop surge and subsequent drawdown in Afghanistan. Obama declined to enforce his stated "red line" on Syrian chemical weapons use in 2013, instead pursuing the OPCW-brokered removal of declared stockpiles.
Obama was awarded the Nobel Peace Prize in 2009, a controversial decision given so early in his term. Domestically, his signature achievement was the Affordable Care Act of 2010. Since leaving office, he has remained active through the Obama Foundation, established in 2014.
Example
In July 2015, President Obama joined the P5+1 powers in finalizing the Joint Comprehensive Plan of Action (JCPOA) with Iran in Vienna.
