APEC is an intergovernmental forum established in 1989 in Canberra at the initiative of Australian Prime Minister Bob Hawke. It brings together 21 economies bordering the Pacific Rim, accounting for roughly 60% of global GDP and nearly half of world trade. Members are referred to as "economies" rather than "states" to accommodate the participation of Chinese Taipei and Hong Kong, China alongside the People's Republic of China, all of which joined in 1991.
APEC operates on the basis of non-binding commitments, consensus decision-making, and voluntary implementation — a style sometimes called "open regionalism." Unlike the WTO or the EU, it has no treaty foundation and cannot compel members to act. Its secretariat is based in Singapore.
Key milestones include:
- 1993 Blake Island summit (Seattle), the first APEC Economic Leaders' Meeting, hosted by US President Bill Clinton.
- 1994 Bogor Goals, adopted in Indonesia, which targeted free and open trade and investment by 2010 for developed members and 2020 for developing members.
- 2020 Putrajaya Vision, replacing the Bogor Goals with a longer-term agenda extending to 2040, focused on trade, innovation, and inclusive, sustainable growth.
APEC's work is organized around three pillars: trade and investment liberalization, business facilitation, and economic and technical cooperation (ECOTECH). It also produces the APEC Business Travel Card and has incubated ideas later picked up in binding agreements, including elements of what became the CPTPP.
The forum's 21 members include the United States, China, Japan, Russia, Canada, Mexico, Australia, New Zealand, South Korea, Indonesia, Malaysia, the Philippines, Singapore, Thailand, Vietnam, Brunei, Papua New Guinea, Chile, Peru, Chinese Taipei, and Hong Kong, China. India is not a member, despite repeated interest. Critics note APEC's limited enforcement power and overlapping mandate with other regional bodies such as ASEAN and the RCEP framework.
