Macau does not run an autonomous foreign policy; Beijing holds the file, and Macau’s external role is to serve Chinese sovereignty, regime security, and economic strategy under the “one country, two systems” framework set by the Macao Basic Law and enforced through the central government’s control over defense and foreign affairs Basic Law of the Macao SAR, Ministry of Foreign Affairs of the People’s Republic of China – Macao SAR.
