United Nations Programme for Gender Equality and the Empowerment of Women (UN Women)

### UN Women: Advancing Gender Equality and the Empowerment of Women

UN Women was established in July 2010 through General Assembly Resolution 64/289, consolidating four prior UN entities (DAW, INSTRAW, OSAGI, and UNIFEM) into a single body charged with accelerating progress on gender equality. Its creation reflected decades of advocacy following the 1995 Beijing Declaration and Platform for Action, which set the most comprehensive global agenda for women's rights but suffered from fragmented institutional follow-through. UN Women operates with a dual mandate: supporting intergovernmental norm-setting bodies such as the Commission on the Status of Women (CSW), and providing operational support to member states implementing those norms. In the years since, UN Women has anchored campaigns on ending violence against women, women's economic empowerment, and Women, Peace and Security under UNSC Resolution 1325. The Beijing+30 review in 2025 highlighted both gains in education and political representation and persistent reversals, including rollbacks on reproductive rights, the gendered impacts of conflict in Ukraine, Sudan, Afghanistan, and Gaza, and the disproportionate burden of climate displacement on women. Today the debate centers on financing the gender equality agenda, addressing online gender-based violence, and integrating women's leadership into AI governance and peace processes.

United Nations Economic and Social Council (ECOSOC)

### Economic and Social Council (ECOSOC): Development Finance and Digital Public Infrastructure

ECOSOC is one of the six principal organs of the UN, established by the Charter in 1945 to coordinate the economic, social, and related work of the UN system and its fourteen specialized agencies, functional commissions, and regional commissions. Composed of 54 member states elected by the General Assembly, it serves as the central platform for debate on sustainable development and is the parent body for the High-Level Political Forum that reviews implementation of the 2030 Agenda and the Sustainable Development Goals. The contemporary agenda is dominated by two intertwined crises. First, a sovereign debt emergency: more than half of low-income countries are in or near debt distress following pandemic-era borrowing and rising interest rates, while the G20 Common Framework has delivered only limited restructuring. Developing states, particularly in Africa and Latin America, are pressing for a UN-led sovereign debt mechanism, a demand reinforced at the 2025 Financing for Development conference (FfD4). Second, the 2024 Global Digital Compact tasked ECOSOC with steering inclusive deployment of Digital Public Infrastructure (DPI) — identity, payments, and data-exchange systems — as a lever for SDG acceleration, raising contested questions about data sovereignty, interoperability, and the role of private platforms.

Paris International Conference on Cambodia (PICC; Historical)

### Paris International Conference on Cambodia (PICC, 1989–1991): A Historical Committee

The Paris International Conference on Cambodia convened in July–August 1989 and again in October 1991 to negotiate an end to more than a decade of war and occupation in Cambodia. The conflict's roots lay in the 1975 seizure of Phnom Penh by the Khmer Rouge under Pol Pot, whose regime killed an estimated 1.7 million Cambodians before Vietnamese forces invaded in December 1978 and installed the People's Republic of Kampuchea. The resulting civil war pitted the Vietnamese-backed government against a tripartite resistance coalition that included the Khmer Rouge, FUNCINPEC under Prince Sihanouk, and the KPNLF, with Cold War patrons funneling support to opposing sides. The 1989 session, co-chaired by France and Indonesia, failed to bridge the gap over power-sharing and the role of the Khmer Rouge, but it established the framework that the P5 — particularly through Australian and Indonesian shuttle diplomacy — would build upon. The reconvened conference produced the Paris Peace Agreements of 23 October 1991, signed by 19 states, which created the UN Transitional Authority in Cambodia (UNTAC), the most ambitious UN peacekeeping operation to that date. Delegates in this historical committee revisit the core disputes: disarmament of the four factions, the supervised return of refugees, accountability for Khmer Rouge atrocities, and the design of UN-administered elections.

### United Nations General Assembly (UNGA): Plenary of the World's States

Established by Chapter IV of the UN Charter in 1945, the General Assembly is the only UN organ in which all 193 member states sit with equal voting weight. While its resolutions are generally non-binding, the UNGA holds the power of the purse over the UN system, elects non-permanent members of the Security Council and judges of the ICJ, and serves as the principal deliberative forum for issues ranging from decolonization to disarmament. Its Uniting for Peace procedure (Resolution 377A, 1950) has periodically allowed it to act when the Security Council is paralyzed by veto. The Assembly's contemporary docket reflects an era of compounding crises and institutional strain. Recent emergency special sessions have addressed Russia's invasion of Ukraine and the war in Gaza, often by votes that expose the gap between Western and non-aligned positions. The 2024 Summit of the Future produced the Pact for the Future, the Global Digital Compact, and a Declaration on Future Generations, committing states to reform of international financial architecture, AI governance, and Security Council composition. Long-running debates over UNSC reform — particularly African and Global South demands for permanent representation — remain central, as do questions about the Assembly's authority to fill gaps left by a deadlocked Council.

### International Maritime Organization (IMO): Decarbonization and Security of Global Shipping

The IMO, headquartered in London, is the UN specialized agency responsible for the safety, security, and environmental performance of international shipping. Established by a 1948 convention and operational since 1958, it has produced foundational instruments including SOLAS, MARPOL, and the STCW Convention. With more than 80% of global trade carried by sea, IMO standards effectively govern a strategic commons. The agency now faces two converging pressures. On climate, the 2023 Revised IMO Strategy on GHG Emissions commits the sector to net-zero by or around 2050, with checkpoints in 2030 and 2040; negotiations on a global fuel standard and a maritime emissions levy — potentially the first global carbon price — are in their final stages, with proceeds debated as a source of climate finance for vulnerable states. On security, attacks by Houthi forces on Red Sea shipping since late 2023, sabotage of subsea cables and pipelines, the proliferation of a 'shadow fleet' evading sanctions on Russian oil, and rising cyber incidents on port and vessel systems have forced the IMO to confront its limited enforcement reach. Singapore, as the world's largest transshipment hub, is a focal point for both decarbonization pilots and maritime cyber resilience.

### North Atlantic Treaty Organization (NATO): Collective Defense in an Era of Hybrid Threats

NATO was founded by the Washington Treaty of 4 April 1949 as a collective defense alliance binding North American and Western European democracies against Soviet expansion. Article 5 — the commitment that an armed attack against one is an attack against all — has been invoked only once, after the 11 September 2001 attacks on the United States. After the Cold War, NATO expanded eastward in successive enlargements, admitting former Warsaw Pact members and, more recently, Finland (2023) and Sweden (2024) in response to Russia's full-scale invasion of Ukraine. The Alliance's 2022 Strategic Concept identifies Russia as the most significant and direct threat and, for the first time, names China as a 'systemic challenge.' Member states have pledged to meet or exceed the 2% of GDP defense spending target, with the 2025 Hague Summit advancing discussion of higher thresholds. Beyond conventional deterrence on the eastern flank, NATO is grappling with hybrid threats: cyberattacks on member infrastructure, sabotage of undersea cables in the Baltic and North Sea, GPS jamming, disinformation, and the militarization of the Arctic. The Alliance's Cooperative Cyber Defence Centre of Excellence in Tallinn and the 2016 recognition of cyberspace as an operational domain frame current debates over thresholds for Article 5 in cyber contexts.

### United Nations Security Council (UNSC): Sudan and Cyber Norms for Critical Infrastructure

The Security Council, established under Chapter V of the UN Charter, bears primary responsibility for the maintenance of international peace and security. Its fifteen members — five permanent (China, France, Russia, the United Kingdom, the United States) with veto rights, and ten non-permanent members elected to two-year terms — can adopt binding resolutions including sanctions regimes and authorizations for the use of force under Chapter VII. Persistent P5 division, particularly since 2022, has revived debates over veto restraint, Uniting for Peace, and structural reform. Two files dominate the Council's contemporary work. In Sudan, the war that erupted in April 2023 between the Sudanese Armed Forces and the Rapid Support Forces has produced the world's largest displacement crisis, famine conditions in Darfur, and credible reports of ethnic-based atrocities. The Council's leverage is constrained by the 2005 ICC referral, the Darfur arms embargo under Resolution 1591, and external actors arming both sides. In parallel, following the conclusion of the Open-Ended Working Group on ICT security, the Council is debating how the existing framework of responsible state behavior in cyberspace applies to attacks on critical infrastructure — energy grids, hospitals, financial systems, and undersea cables — and whether such incidents can constitute threats to international peace and security.

### United Nations Environment Assembly (UNEA): Governing the Triple Planetary Crisis

UNEA, established in 2012 by Rio+20 outcome and operational since 2014, is the world's highest-level decision-making body on the environment, with universal membership of all 193 UN states. Hosted by the UN Environment Programme in Nairobi, it succeeded UNEP's smaller Governing Council and was designed to give environmental governance a political weight commensurate with the scale of the 'triple planetary crisis' of climate change, biodiversity loss, and pollution. UNEA's defining recent achievement was the 2022 mandate (Resolution 5/14) to negotiate a legally binding international instrument on plastic pollution, including in the marine environment. After five rounds of the Intergovernmental Negotiating Committee, talks in Busan in late 2024 ended without agreement, with a sharp divide between a 'High Ambition Coalition' seeking caps on virgin plastic production and an oil-and-gas-producing bloc favoring waste-management-only approaches. Negotiations continue alongside parallel UNEA workstreams on a science-policy panel on chemicals and waste, sustainable nitrogen management, and the implementation of the 2022 General Assembly recognition of the right to a clean, healthy, and sustainable environment.
