The General Assembly,

Recalling the Outer Space Treaty of 1967, which establishes that space shall be used for peaceful purposes and prohibits the placement of weapons of mass destruction in orbit,

Recognizing Russia’s pioneering role in space exploration, its contributions to international space cooperation, and its commitment to ensuring outer space remains a domain free of conflict,

Noting with concern the increasing militarization and commercialization of outer space, including the development of anti-satellite weapons and the dominance of certain states and private entities, which threaten equitable access and global security,

Acknowledging the growing importance of space for scientific advancement, economic development, and national security, particularly for developing nations seeking to benefit from space technologies,

Emphasizing the need for a robust, inclusive governance framework that respects state sovereignty, prevents an arms race in space, and ensures fair access to orbital resources,

Expressing appreciation for existing mechanisms like the Committee on the Peaceful Uses of Outer Space (COPUOS) and the Prevention of an Arms Race in Outer Space (PAROS) discussions, while identifying gaps in enforcement and equity,

Hereby resolves to:

1. Reinforce Peaceful Use of Outer Space

a. Reaffirm the commitment of all states to the Outer Space Treaty and urge the development of a legally binding Treaty on the Prevention of Weaponization of Outer Space (TPWOS) by 2028, building on PAROS;
b. Call for an immediate moratorium on the testing and deployment of anti-satellite (ASAT) weapons, with Russia proposing a voluntary UN registry to monitor compliance.

2. Enhance Equitable Access

a. Establish a UN Space Equity Fund (SEF), financed through voluntary contributions from spacefaring nations, to provide developing states with access to satellite technology and launch services;
b. Encourage the creation of Regional Space Cooperation Hubs, with Russia offering to host one in Eurasia, to facilitate joint missions and capacity building.

3. Regulate Commercial Activities

a. Urge the adoption of a UN Framework for Space Commercialization by 2027, ensuring private entities operate under state oversight and contribute to global space sustainability;
b. Propose a Space Debris Mitigation Protocol, mandating companies and states to remove defunct satellites, with technical support from experienced nations like Russia.

4. Strengthen Governance Mechanisms

a. Support the expansion of COPUOS to include a permanent Space Security Subcommittee, tasked with monitoring militarization risks and reporting annually to the General Assembly;
b. Invite the UN Office for Outer Space Affairs (UNOOSA) to develop a Global Space Traffic Management System to prevent orbital collisions and ensure fair use of geostationary slots.

5. Promote Scientific and Technical Cooperation

a. Endorse a UN Space Research Partnership, leveraging Russia’s expertise in cosmonautics, to fund joint projects on climate monitoring, asteroid detection, and deep space exploration;
b. Encourage technology-sharing agreements, prioritizing developing nations, to democratize access to space-derived data for sustainable development.

6. Ensure Accountability and Oversight

a. Request the UN Secretary-General to submit an annual report, starting in 2026, on the state of outer space governance, highlighting compliance and emerging threats;
b. Propose a biennial Global Space Governance Summit, beginning in 2027, to review progress and adapt policies to technological advancements.

Concludes by reaffirming its dedication to a peaceful, equitable, and cooperative outer space, preserving it as a shared heritage for all humanity.
