Whip Speeches

The Government and Opposition Whip speeches close out a BP round — learn how to summarize, weigh, and frame the debate for judges.

The Whip's Unique Role

The Government Whip and Opposition Whip are the final speakers in a BP round, and their role is fundamentally different from every other speaker. Whips are not allowed to introduce new arguments. Their job is to be the best advocate for their side of the bench — summarizing, weighing, and framing the strongest case from the entire four speeches on their side.

This makes the whip simultaneously the easiest and hardest position in BP. Easiest because you do not need to generate new material. Hardest because you must listen to the entire debate, identify what matters most, and present it more clearly and persuasively than anyone else in the round. A great whip speech can rescue a team that had a mediocre extension by demonstrating that the extension actually won the most important clash in the debate.
