The Whip's Unique Role

The Government Whip and Opposition Whip are the final speakers in a BP round, and their role is fundamentally different from every other speaker. Whips are not allowed to introduce new arguments. Their job is to be the best advocate for their side of the bench — summarizing, weighing, and framing the strongest case from the entire four speeches on their side.

This makes the whip simultaneously the easiest and hardest position in BP. Easiest because you do not need to generate new material. Hardest because you must listen to the entire debate, identify what matters most, and present it more clearly and persuasively than anyone else in the round. A great whip speech can rescue a team that had a mediocre extension by demonstrating that the extension actually won the most important clash in the debate.

Structuring the Whip Speech

The most effective whip speeches follow a clear structure that judges can easily follow:

1. The Frame (30-45 seconds) — Tell the judge what this debate was really about. Not a motion restatement, but an identification of the core clash. 'This debate came down to one question: does the state have the right to override individual choice when public health is at stake?'

2. Engagement with Opposition (2-3 minutes) — Take the strongest arguments from the other side and explain why your side answered them better. Do not strawman or ignore strong points — address them directly and show why your analysis was superior.

3. Summary of Your Bench (2-3 minutes) — Present the best material from your side as a coherent narrative, not a list. Weave the opening and closing team's arguments together, showing how they build on each other. Emphasize your closing team's extension as the decisive contribution.

4. The Close (15-30 seconds) — A brief, confident statement of why your side wins the debate. Not a new argument, but a crystallization of your strongest point.
