The UN faces challenges its founders never imagined. Climate change requires unprecedented global coordination, and the UN Framework Convention on Climate Change (UNFCCC) and its Paris Agreement represent the primary mechanism — but enforcement remains voluntary. Cyber warfare, artificial intelligence governance, and pandemic preparedness all demand international cooperation that existing UN structures were not designed to provide.

The return of great-power competition — most visibly between the US and China — has reignited concerns about Security Council paralysis reminiscent of the Cold War. Russia's vetoes on Syria and Ukraine and increasing US-China tensions have again raised questions about whether the UN can function when its most powerful members are in conflict.
