The Security Council
How the UNSC handles threats to peace and security.
The UN Security Council (UNSC) is the most powerful body in the international system. Unlike the General Assembly, its decisions are legally binding on all 193 UN member states.
Structure
5 Permanent Members (P5): United States, Russia, China, United Kingdom, France
- Each has veto power — a single P5 "no" vote kills any resolution
- This was the price of getting the great powers to join the UN in 1945
10 Non-Permanent Members:
- Elected by the General Assembly for 2-year terms
- Rotate by regional group (Africa, Asia, Latin America, Eastern Europe, Western Europe & Others)
- No veto power
Voting: 9 of 15 votes needed to pass, plus no P5 veto
The veto has been used over 300 times since 1945. Russia/USSR leads (~130 vetoes), followed by the US (~80).
