Terrorism
Definitions, causes, responses.
Terrorism is the use of violence against civilians to create fear and achieve political, ideological, or religious goals. But there's no universally agreed definition — the UN has debated one for decades without consensus.
The core elements most definitions share:
- Violence or threat of violence against non-combatants
- Political, ideological, or religious motivation (distinguishes it from ordinary crime)
- Intent to create fear beyond the immediate victims
- Non-state actors (though "state terrorism" is debated)
The cliche "one person's terrorist is another's freedom fighter" reflects genuine complexity. Nelson Mandela's ANC was labeled a terrorist organization. The US labeled the PLO terrorist, then negotiated with it. Hamas is designated a terrorist organization by some countries but not others.
