The geopolitical dimension became stark during Russia's 2022 invasion of Ukraine, when tech platforms made consequential decisions about information flows. Meta allowed calls for violence against Russian soldiers (a policy reversal), Starlink provided internet to Ukraine's military, and Russia banned Instagram and Facebook domestically.
