The Hidden Power of State Legislatures

Most Americans cannot name their state legislators, yet these bodies make the decisions that most directly affect daily life. State legislatures control education funding, criminal justice policy, healthcare regulation, infrastructure spending, environmental rules, and, critically, the drawing of congressional district maps. There are over 7,300 state legislators across the country, dwarfing the 535 members of Congress.

After the Supreme Court returned abortion regulation to the states in Dobbs v. Jackson (2022), state legislatures became the primary battleground for reproductive rights. Some states moved immediately to ban or severely restrict abortion; others enshrined protections into state law. This pattern repeated across issues: gun policy, voting rights, LGBTQ+ protections, and marijuana legalization are all increasingly determined at the state level.
